'insert cd' error (resolved)
ok guys someone recommended me a solution and it works!!
the game must be installed in its seperate steam library, to do this go to 'Steam > Settings > Downloads tab > Click 'Steam library folders' button and create a new folder in c drive. now when installing the game choose the new directory as the destination and boom it works.

so ive been researching up on this and apparantly the only way to make gta vice city work is to install it on c drive. if ur steam folder is on any other partition it may not work. this is so stupid, why cant they just fix their broken game
