Camera Zoom out while on foot?

Pushing V or Home won't work in Standard control mode, however using Classic loses the mouse even with fixes such as disabling visual themes, compatibility for windows xp, or disabling explorer.exe.

So how do i zoom out while a pedestrian and still be in standard control mode?

I tried the two silent patches but they didn't change this.

I don't like how close the camera is to Vercetti and I remember it being further out on the PS2.

Also do cars coast in this, I let off the gas and the car just stops. Don't remember if this is part of the game, but I do remember the cars handling was primitive.

You can't. In Standard controls, you only have that one zoom distance.
For the second issue, enable Frame Limiter.
