You may prefer trying this instead of buying the PS2 version and playing on PC.

The empire building in GTA:Vice City Stories is fun and a good source of income but it can get annoying as you have to protect your properties as well. On the plus side, it is more hands-on and involved than the empire building in GTA: VC, with properties being customisable by type of business and level of upgradedness. If I recall you can also go inside them, although the interiors are only unique by type of building not per individual property/location
As long as you keep in mind both were made for PSP initially, you should have fun with them.
Note: I haven't played either game in a long time so some details may be inaccurate.
