EDIT: Or you can play it in windowed mode by running VC through 3D Ripper DX[www.deep-shadows.com], if it's even possible for a Steam game. I know this might not sound like the best idea, but to me it's always better than having to downgrade (and by that I mean having to run a cracked .exe of) a game you have legally bought on Steam. I can tell you it could work, in fact I've been using 3D Ripper before, to make Scarface: The World is Yours run on my Win8 laptop without random crashes or white textures.
UPDATE: Neither 3D Analyze nor 3D Ripper work for me. I'll leave this message here anyway, in case you want to try this for yourself.
Tried this dll, game doesn't even start. Deleted it, game runs just fine (fullscreen, obviously ._.)

Run d3dwindower-english.exe, click the + button and then find your vice city directory.
Instead of adding "gta-vc.exe" to the list, add "testapp.exe"
There should be two versions in your steam folder like this. testapp.exe works without running steam so you have to choose this version.
Restart d3dwindower and then double click the .exe in the list or click the computer icon to run it.
I haven't tested the entire game but it opens in windowed mode and plays the intro scene just fine.
Important notes/glitches:
if your mouse stops working try this and restart it through d3d windower again. right click testapp.exe in your actual steam folder and try going to the "compatability" tab and check the box that says "run this program in compatibility mode" and choose windows vista
Also also, if you close the game and you restart it and it's not playing but you can still use the menu, open your task manager with cntrl+alt+delete or cntrl+shift+escape and then find testapp.exe and close it (you will most likely have more than one instance of it running if you get this error)
This worked for me. I needed to run the game in windowed mode so Streamlabs can capture it for me on my stream. Thanks so much!
