How can I install mods?

I just tried many times , but they won't load

I've just watched youtube videos...

How can I install mods? Where do I put the mod file?

Well, i would like to install gta vice city mod but when i put the mod folder the game starts, but the mod doesn't work... Can you write me HOW TO INSTALL MODS? Please!! :(

P.S sorry for bad English, I'm italian ;)
