I'm not so sure silence on someone's part is evidence for or against this speculation. At the end of the day, it doesn't even matter what orientation Tommy is. This game was produced before all this social justice nonsense made it the norm to fuss over these things. The game is about taking over territory.

There is a lot of mission videos when you can see that characters look straight at each others heads and bodies, more or less.
If you look at the main section's strippers and clients who watches them dance, they look at the straight direction toward strippers, but tommy clearly turn his head(and eyes) aside from stripper. Well you can call it a gamedesigners flaw, but it's definitely not a ps2 problem.

You know this for sure or just believe in it? People seek for deeper meanings, and Vice City full of references and easter eggs, so i guess it is possible.

Where JoesGuy talks about "this social justice nonsense" "[fussing] over these things," is it a bad thing to discuss queer representation in media? I can clearly see from the language usage that there is a negative connotation and bias against social justice, and don't get me wrong, I have times grappling with issues that social justice people talk about that take me aback and I don't understand or get even, but I don't think we can simply call it "social justice nonsense." I do agree nonetheless that I really doubt that the game developers had a queer narrative or background for Vercetti though.
I mean, something that wasn't talked about here so far was how you can pick up and "have sex with" female sex workers during gameplay. If it were so that Vercetti is gay, then wouldn't the gameplay have been designed as such that attempts to hire sex workers would have a sexual script similar to the following?
-Sex Worker: Hey, babe, looking for a good time?
-Vercetti: No, sweets, I'm not looking for that.
But seriously though, i don't think he was a ♥♥♥♥, i think he's one of the most badass GTA characters in my opinion, and he does bang hookers when you pick them up.
Oh, don't forget the first time you get the golf outfit, some (construction worker?)guy walks by, "Nice ass baby!" -yes he was talking to Tommy.
