Report a translation problem
I had an issue with Directplay. It wouldn't install from the launcher/game so I had to install it manually.
To do this go to
"Control Panel\All Control Panel Items\Programs and Features"
then
"Turn Windows features on or off"
Then under
Legacy Components-->Directplay.
Tick the box to install it.
I then had to run the "gta-vc.exe" in Compatibility mode for Windows 8
You can find this file in your
"Steam\steamapps\common\Grand Theft Auto Vice City" folder.

Both 640x480x16 issue and fake dependency on DirectPlay can be fixed with this:
