VC not working on Windows 10

So I basicallyadjusted just about everything on my laptop and some reason, it's not working for anything. Every time I try to run it I keep getting this error " cannot find 640X480" message why? If you have windows 10 and yours running please tell me how to get mine to run.

I have it running on Windows 10 64bit.
I had an issue with Directplay. It wouldn't install from the launcher/game so I had to install it manually.
To do this go to

"Control Panel\All Control Panel Items\Programs and Features"

then

"Turn Windows features on or off"

Then under

Legacy Components-->Directplay.

Tick the box to install it.

I then had to run the "gta-vc.exe" in Compatibility mode for Windows 8
You can find this file in your
"Steam\steamapps\common\Grand Theft Auto Vice City" folder.

The folders in " Legacy Components " are checked. I ran the game that's compability with my HP laptop still the same error saying error 640X480. I don't know if i did something in my setting or what. I've unstalled and re installed the directplay twice still acting up. :(

Both 640x480x16 issue and fake dependency on DirectPlay can be fixed with this:

where do i get the ddraw.dll from? i just installed the silentpatch into data/map into the files as it said to do.
