Vertical Sensitivity Fix....?

I have tried EVERYTHING, Silent Patch, Widescreen fix, Ddraw, Vice City Fixer from NexusMods, Downgrading. EVERYTHING! but this ♥♥♥♥♥♥♥ annoying snoop dog level of high vertical sensitivity just isn't ready to get fixed and i can't play with that ♥♥♥♥, is there anything i missed or can someone help a brother out...? i am bent out of shape trying to fix this ♥♥♥♥ for days!

Easy fix !!!
STEP ONE
Set ingame mouse setting to MAX. Now horizontal / vertical is balanced.
STEP TWO
Lower your OS level mouse speed.

This. You just put this file to the folder with other .asi files, NOT main folder as description there says. It works for gta 3 and vice city.
For fixing it in san andreas you either install patch, cleo folder with sens fix or samp addon

btw when your mouse stop working in game but it working fine on menu, then just spam Esc until it works, and repeat process when needed
