PLEASE READ: Possible fix for compatibility issues with windows 10

I have identified recently that gta vc by default is missing some compatible friendly dll with newer software (windows 10, in this case). It may be what is causing problems.

-Fixed my widescreen and 1080p error and it also configures your HUD so it fits as it should.
