Your monitors REFRESH RATE rate is 144 and if you want your graphic card/OS to push more frames to your monitor then you have to unlock your FRAMERATE beyond 60.
I solved running issues (especially on old games) by switching my OS to Ubuntu/Linux and because VALVE supports it heavily they have build PROTON tool which allows running Window only games on Linux.
Your game library is already almost Linux (and Proton) supported so one solution is to switch OS.
