May I ask why is essential ? Like the majority of modsdoesnt work on Steam version ? Does it apply on All the Classic 3D GTA ? (3,VC & SA)
It's essential because 1 steam version is diffrent than retail one, when the most of the mods are done for the retail one because this version is usually more superior and 2 like i said cleo is also essential because this is your mod base handler, without it nothing mod related will run. It applies to all three of these games but there are small diffrences, for downgrading III and VC on steam you just need to download and put 1.0 .exe of the game in its root directory, where SA on the other hand needs an 700 mb or 1 gb file of dowgraded files in special installing thing in order to make older mods work.
If you may not get this yet, its okay. I've been struggling my first time with mods here aswell but its just a trail of attempts and errors Nothing too hard. The best place to start and get files you need would be some steam guide about tweaking the game, take a look there and hope i helped.
