Unlike GTA 3, you don't get the whole city against you. Actually only one gang (that holds weak guns) is angry at you at some point in the story, so you can peacefully do side-missions whenever you want (and that's the same for every other GTA games).
Now that I think about it, GTA 3 also has another huge drawback (that you may not be aware of) : depending on which order you complete the storyline missions, you may get your savefile not available for 100% because some missions become unavailable if you pass the "wrong" ones.
I'm not going to spoil anything related to the plot, the story but you should do in priority : Luigi's and Joey's missions, and then Asuka's and Kenji's missions later in the game, that's pretty much it.

Somehow I knew about the task sequence. Right now I'm on the Staunton Island, but I haven't done any major missions here yet. They're not active right now. Because there is only one mission left from Donald Love. And I did all side missions except Mr. Whoope import task. I found it once and brought it to the garage at the harbor. But on the way home to save my game, mafia shot at me and blew up my car. It was in two seconds. I've been looking for the Mr. Whoope again for about an hour and a half. Ahhh! This game has really exhausted me and I want to finish it as soon as possible. I hope the Vice City is more merciful than that. 🙂
If you need it again and quickly, you can try Firefighter / Vigilante missions, they usually give you access to a bunch of rare vehicles. :)
Vice City has improved gameplay, so controls should be easier to handle. GTA III is not that hard, it's just because of the basic movements (not being able to take cover, etc.) that it looks unfair and hard.
I wouldn't say VC is easier than GTA 3, but it surely is better to play it in terms of controls and gameplay, so hope you'll also enjoy it.
