Mr. Whoopee Not Working

The jingle that's meant to play when you use the horn button isn't working. It does for all other vehicles. I can't progress in the game without doing the mission.

Are you horning while driving? You need to stop Mr Whoopie and then press shift

I had it have no sound. I just drove around Starfish island for a few minutes (yep it took that long) for blips of people to start appearing, then slowly made my way to Ocean beach to make the most of all the people (and limited road traffic)

For me it worked by turning on the frame limiter but thanks anyway guys.
