Good music, good story, and even if you don't end up completing every thing in the damn game, you'll still squeeze a good 25 to 30 hours out of it.
Vice City is GTA before the series got down bogged down by filler missions, horrible music, try-hard "cinematic" Rockstar dialogue, and BS mechanics.
Graphics are (obviously) worse than GTA V, but somehow the shooting mechanics and gunfights are actually much more intense and realistic. It's kind of embarrassing how much more fun Vice City is than GTA V.
