missing hunter

i've completed all 100 hidden packages but i cant seem to find the rhino or the hunter (in fort baxter or next to lance's house) I'm only a few missions after phnom penh '86, so does it show up after a certain mission? because if so, why does the sea sparrow still spawn even before i've completed "rub out"

Sorry this is so late, but you need to own a certain property before it'll appear (trying to avoid spoilers). It's huge and can't be stored by Tommy's hotel.
Keep playing until you own a certain property and you'll find it :)

i 100%ed this game months ago and it showed up, idk what mission it still spawns on tho
