Why Reshade? Use SkyGFX, that adds all the Xbox graphical effects. Of course you'll need the Xbox Map and Xbox stuff for it to work

You don't need 60fps fix for Vice City or III, only San Andreas really needs that. Simply cap the game to 60fps in Nvidia control panel or Radeon software.

I don't have those, because I run off of an Intel HD Graphics 4600 card.
