I have the opposite problem. Stuck at 60fps but the game feels very jittery like its running at 30fps anyway (though it randomly drops to very low fps so I have to enable then disable frame limiter).

I have a gsync monitor so would think the game wouldn't feel like its constantly stuttering at 60fps...

I tried the silent patch which helped a bit and fixes a lot of glitches on modern PC's. Have you tried that?

Just use the 60frameslimiter on GTA garage and make sure to disable the limiter in the options menu. If you can't find it the Cleo script is in my modpack.

Put the files in Vice City folder, where game .exe is.
Open - III.VC.SA.LimitAdjuster.ini
Under [VCLIMITS] edit line "FrameLimit = 30" to say "FrameLimit = 105"

That one (I assume you’re talking about the one by ThirteenAG) just simply doesn’t work for me. I’ve tried it dozens of times. I’m pretty sure too that the whole point of that script is to make it so the frame limiter that is found in the game display options is set to 60 FPS instead of 30, so disabling it wouldn’t work.

Just so I know, how did you install it? I’ve tried putting the two files in my Cleo folder, Cleo Plugins folder and even the game directory itself with absolutely no result.

Dunno if it’s worth mentioning but I am running the game in compatibility mode for Windows Vista.

enable VSYNC its a basic computer function well known since it was made in the begining of tthe computer days. it locks frame rates to your refresh rate.

i know youre an idiot if you "toyed in nvidias control panel" and couldnt figure out how to enable vsync.
you clearly did something very wrong in the actually setting up of things if you cant get a simple feature like vsync to work. not that it will make any difference, cutscenes will all be still locked to 30fps and the game looks exactly the same at 30 or 300.

Yeah just ignore him, he is obviously some intellectually challenged kid looking for even negative attention to compensate for the attention he didn't get at home.
For the record, I have a 144hz monitor but when enabling vsync the game locks to 30fps. With it off it locks to 60fps for some weird reason.
It was pretty obvious you would have tried the basics from your post (well to most of us it was obvious)

Vice City is capped at 30 FPS regardlesss of VSYNC being on. There is nothing he could have done to the settings to make the CLEO frame limiter not work. I have a feeling he either does not have the proper CLEO installation or he does not have a 1.0 vc-exe.

Yeah doing this on these old GTA games will break the physics and you can quite literally be killed by running down a slope, at least on GTA3, so I don't recommend it.

Vice City's physics are fine in 60 FPS and plenty of people prefer the game in 60.
