The game won't launch

Windows 10 1903
Latest Nvidia drivers

The game simply refuses to launch if I run it through steam or gta-vc.exe
I tried every fix available online including:
changing compatibilty options
silentpatch with ddraw
widescreen fix
deleting GTA Vice City User Files

Data execution prevention is already disabled
Frame limiter is on

The thing is, the game works PERFECTLY if I run it from testapp.exe
But this way most mods won't work (game version not detected)
Also renaming testapp.exe to gta-vc.exe won't work, the game does not launch
Is there a fix for this? I want to use the main exe (gta-vc.exe)

it's working for me now. try right-clicking the gta-vc.exe and running it as administrator.

Me too, compartibility and runing as administirator doesnt work ( even I load the game a 2002 model PC that time's super game computer with original screen of the pc and al the components etc but with a twist, back then I was using Xp sp 3 while my computer is at its best days, Now ı am using Windows 7 and the game didnt open. But that time I was using XP I didnt used the steam version, I used a cd, a CD long gone years ago. The steam version or the Windows 7 is the problem.

Pretty much daily there is at least one of those threads. Go onto PC Gaming Wiki and check out the games fixes and patches. This game will most likely not run out of the box because its old and Rockstar sucks at patching and porting games on PC.

I already installed all patches, the main game exe just refuses to run (testapp.exe runs just fine)

Then replace the exe with a original 1.0 one that you get from "somewhere". I recommend this for modding anyway.

It works now, thanks. I had to convert the saves too because the other exe I used is a retail one.
