Suggested mods to "modernize" game play?

I am looking to play GTA VC again, and I was wondering if there are any good/stable mods to enhance the game and make it more "modern"? There are tons out there, I know, but I wanted to know if anyone used a specific mod(or mods) that didn't mess with the missions of the game or cause crashes etc. Not looking for tons of new content, just improvements to the original game...

Examples of mods I am referring too :

- Mods that improve graphics
- add swimming , wall climbing etc
- cut content restoration (vehicals, weapons, missions, locations... if such mod exists)
- anything else you'd suggest?

It seems to me like a lot of the modding effort gets put into GTA V. Like... there are mods where you can play on the Vice City map or the GTA III map. But you have to be playing GTA V. So although I really hope someone else pops in here with good news - it just seems like if you want to play *this* game with better graphics you have to play GTA V and install a mod to import Vice City data.

I get what you mean, but yes I am looking for mods that "modify" GTA VC to make it look and play a little better, that won't screw up the game play with glitches...
