Marco's Bistro not loading

I picked this up on sale, and started a new save. It gets to the marco's bistro loading screen, but never loads. any fix?

Ctrl+alt+delete will work but it looks like you need to do it every time there's a cut scene..

Cache check, reinstall

nvm, had to turn frame limiter on, it's good now
