The Who Threw Poo? Badge is not working for me (send help)

After I beat the game I went back to get the rest of the badges when I realised one required me to hit a litterbug with poo but I couldn't spawn anymore litterbugs is there a way I can make one spawn?

I think you can only really get it whilst going threw the game and not afterwards. I think the only way to get it is to reset your game and play through it again, but even then I don’t know if you can or want to reset your game, sorry.

I think there is another way to buy expansion packs,but I don't want to pay for it.

In any of the zones, you can get trash out of the machines you put the trash in by shooting coins at it. This may allow you to spawn a litter bug. I don't know.
You pull coins out of the bank with your tool. Shoot money into trash can machines to get trash out. 1 coin = 10 trash.
