Works fine for me. Try going to Program Files (x86) -> Steam -> Steamapps -> Common -> Grand Theft Auto 3 and then right clicking "gta3" (File Type=Application) then "run as administrator" or click on the compatibility tab and run in compatibility.

I did everything; compatibility, DEP, run as administrator etc. My GTA 3 didn't create any file in My Documents. Nothing helped me. :( Steam crew should do something because it is their fault...
mine doesn't work either, as soon as I try to load it it just returns to steam or my desktop

You are not alone on this. I can't get GTA III to boot at all it just says "Preparing to Launch Grand Theft Auto III" and nothing happens.

It's not working for me either. It just loads a black screen for a couple of seconds, then dumps me back at the desktop.

Well turned steam off for the night and it works today now. No idea what caused it though :\

I have the same problem, when I open the game he pass some seconds in a black screen and go back to desktop, thankfully the game works after this:

1 - Go to the advance tab and click settings under the performance tab.
2 - Then go to Data Execution Prevention
3 - Turn on DEP if you haven't already, then add gta3.exe from steam to the list.

I found the solution on the Internet and works fine to me.

I may be able to help you. I had this problem with Vista 32 bit. I got my game to work by deleting gta3.set located in C:\Users\your username\Documents\GTA 3 User Files. The file path may be a bit different on your computer but usually the GTA 3 User Files folder can be found in the Documents folder of Vista/Win 7. It seems the gta3.set file is corrupted and prevents the game from launching. I hope this helps :)

And if you have the same problem in GTA Vice city, it can be fixed with a similar way. Just go to the GTA Vice city user files folder, and delete gta_vc.set.
