GTA3 invisible menu
I tried google about this problem, and people seem to have it, but I've found no solution that works for me. Are there any new fix for this? Very annoying with invisible menus.

I solved. Installed asus gpu tweak and limited fps to 55.

None of the posted "solutions" worked, but like this dude posted, whenever the menu text were blank, I would tab-out, then tab back in, and the menu text would be there, then if I made a menu selection, and the text in that menu was blank, I would tab-out again, then back in again, and the text for that current menu would be there, and repeat every time, until I got the graphic settings I wanted. Super tedious, but at least now the game is in the res I want.

Once the game is running, the menus work for me, so I can adjust my controller settings and stuff. It's just at the main menu before loading the game where it's all glitchy, for me.
If someone searching how to fix this problem now:
In my situation, just adjusting the brightness from zero to custom value fixed the menu permamently.

Actually, ηаηıс is right. He didn't mean to disable it, but to bring it up, then down again. This works the same way as Alt+Tab but is much less intrusive. This is by far the best fix for me. When playing, there are no menu issues, so this works very good.
The reason why it's happening is because game was made to be played in locked 30 fps. Unchecking lock for 30 fps does that and breaks some physics for cars (some of them or all of them stop immediately when you stop pressing forward key) and, I suspect, breaks more physics
I went alt tabbing until I changed the resolution to 1920x1080 then it fixed itself. No need to download anything

Frame Limiter on
Frame Sync on

and go steam settings / fps off
Here's another "fix" - just quickly hover your mouse over text, like you're "clearing" it.
Setting cpu to one core helped me
Bumping up the resolution to max fixed it for me.

UI loads slowly but it works.
The Silent Patch also fixes it, among other things.
