Tried installing SilentPatch?

I tried, but it didn't work. I found another solution for it and it worked. :)

So, solution is here, it works for me: http://windows.microsoft.com/en-us/windows7/Change-Data-Execution-Prevention-settings?SignedIn=1

when you opet that last window, click Add..., find .exe file of GTA 3, add it, click on box to check it and that's it, game will start normal. :)

DON'T. Adding games to DEP exception list will BREAK other games. You want to know why III wasn't launching for you? That's right, because you had some apps in DEP whitelist already, and this makes DEP work for ALL applications but the ones you whitelisted. DEP won't launch for III by default - it only will if you whitelisted applications.

SilentPatch DOES fix that, you just need to get the DDraw.dll component. Best to follow both steps from here:
http://pcgamingwiki.com/wiki/Grand_Theft_Auto_III#Game_refuses_to_start

Next time it's better to think twice before messing around with DEP.

For anyone that wants to fire up this great classic on a win 7 64 bit system and the game won't start, try the following: After first attempt to run the game (game won't start), open task manager, look for gta3.exe under the processes tab and kill it. Close task manager and fire up the game. Now it will run.

Nope, it won't, not in my case. I have to start it, and then, while the process is still running, I have to start it one more time. It works only while there's another copy of gta3.exe running in the background. The same thing works with Harry Potter 2, btw. Idk how to fix this.
Easy fix: Restart your computer after playing GTA 3 with mods.
It seems there is a new bug in Windows 10, where it cannot initialize ANY renderer in ANY game after playing GTA 3 with the essential mods. I don't know which one of the mods is doing it, since I have both SilentPatch, widescreen fixes, etc..
