Report a translation problem
when you opet that last window, click Add..., find .exe file of GTA 3, add it, click on box to check it and that's it, game will start normal. :)
SilentPatch DOES fix that, you just need to get the DDraw.dll component. Best to follow both steps from here:

Next time it's better to think twice before messing around with DEP.
It seems there is a new bug in Windows 10, where it cannot initialize ANY renderer in ANY game after playing GTA 3 with the essential mods. I don't know which one of the mods is doing it, since I have both SilentPatch, widescreen fixes, etc..
