You should delete the entire GTA3 folder and redownload it, then carefully re-apply the mods.
I tried downloading your mod pack (the community patch) and it worked pretty well, the only problem is that I can't get rid of the extra enhancements, which is a bit a problem since I'd like to keep the colors as close as possible to the original. I tried to manually remove the files from the Rank 5, and I always choose "no" during installation when they ask if I want to download the extras. Do you know how I could fix this? Like I said, the rest of the mods are working perfectly, and I don't have the problem with the character's texture anymore, just want to remove the extra enhancements.
Anyway there should not any issues with the colord. I made the patch to be as close possible to the original PS2 version.
The only mod that can change the colors is sharptrails. If you install the sharptrails mod (or select the XBox style installation) the trails effect will be removed and the game loses their distinctive bluish tint.
This also happen if you disable the trails effect from the game settings, regardless of the installed mods.
Try to check if you have the trails settings enabled or not.
