if i finish the game with silentpatch and ddraw fix, does it really count?

What do you mean count? All they do is fix the game a bit.

i mean like you dont really finish the game when using cheats right? if so the same applies to mods

You are worring too much. Play for pleasure, nor completionist measure.
If it matters, i would say yes, you have completed game and it counts in my opinion.

Silentpatch isn't a cheat in any way. It's a plugin that fixes lots of errors in game code. It doesn't give you advantage and doesn't break game's counters that may prevent you from getting 100% completion, like if you type a cheat and then save.
More to say - Silentpatch even provides fixes to cheats, like cheated rhino tank no more placed forever on the game map, etc. :B1:

You can use cheats in GTA 3 anyway and you still get 100% as far as I recall. But yeah, mods that aim to fix the game and help it run better don't change anything a cheat would. They just try to make the game more stable.

what is bro talking about, all these mods do is fix the game. It's not like using a trainer or cheat engine. It's literally just to polish the game to your liking and playability,

Even some record breaking speedrunners have shown to use mods such as patches or even different textures, and they are completely in the rules of use because they don't affect the game at all.

SIlent patch etc are kind of required to play the original game as intended without having to boot up the PS2 version. Even before modern hardware became an issue with these older games the ports themselves were not made well and even had missing features at times.

If you're speedrunning and the rules are strict, then maybe using Silentpatch would be a felony in the community of speedrunners. Otherwise, since GTA III's PC version is outdated and has problems with newer Windows versions and newer hardware, using fixes such as SilentPatch is a must.

However, if you still want a vanilla gaming experience and your system is powerful enough, I'd say try either the PS2 version or the XBOX version. These versions are also outdated (Being released during the first years of both of these consoles), but since they're played through up-to-date emulators, you would not have any problems related to playability.
