Missing mission.

I just found out about the missions given to you by Marty Chonks via a payphone. I was anxious to start them because I was told that they'd be difficult due to the mafia, I managed to complete the first mission without having to venture into their territory fortunately, but when I came back to the payphone it wasn't ringing, I tried walking up to it but nothing happened, I really want to complete the game 100%, but if I can't continue these missions I won't be able to, does anyone know what's wrong? I'm nearing the end of the game so I can't imagine that I'd have any other missions I'd have to complete beforehand.

Nevermind I figured it out, apparently I can only do the mission after 9:00.

The Phone only rings between 9.00 and 19.00 hours and you cannot access the missions unless the phone is ringing so come back later if you are at the wrong time.
