However, you should also be aware that the design for mission orders in GTA III is extremely bad and clumsy, thus there are several occasions where you can potentially skip missions you can't start anymore, which would lock you from getting 100% (but not completing the storyline).
I could indicate you the order of the missions if you would like, this won't involve any story-related spoiler, only the names of the contractors and/or the missions you should avoid before completing another one.
EDIT : after loading a save from a few missions after "Salvatore's Called A Meeting", Joey's missions are available to me so no problem on this side.
- Pass every Luigi's and Joey's missions before "Sayonara Salvatore" (Asuka's first mission).
- Pass every Kenji's missions before "Waka-Gashira Wipeout" (Donald's second mission).
- Pass every Asuka's missions before "Grand Theft Aero" (Donald's fourth mission).
- Due to a glitch, pass "Uzi Rider" (D-Ice's first mission) before "The Exchange" (Catalina's only mission).
- This is not a case of hardlocking from 100% at all, but I highly recommand to pass Level 12 of Paramedic before "Sayonara Salvatore" (Asuka's first mission).
And that's pretty much it, I will make an update in case I forgot any of those. Hope this will help you!
And about San Andreas, I'm less familiar with that game but I think there is nothing to worry about either. It's only GTA III that has some questionable designs in this regard.
