You only need to download a 1.0 .exe file and replace it with the current .exe in your game folder (back this one up in case you want to revert to 1.1).

you can also just use re3
download re3, put it in your steam install directory and use this command in the launch options:
"your steam folder\SteamLibrary\steamapps\common\Grand Theft Auto 3\re3.exe" %command%
it makes the game work with steam, and it fixes most of the issues with playing the game normally
don't let the FPS go too high though since that also breaks
uh its not moddable though, apart from models/textures

reverse engineered version of gta 3, includes ps2 graphics, various quality of life tweaks (you can freelook around in vehicles), widescreen fix, additional graphics options etc

if you want to play the game close to vanilla but with a much better experience that's your bet imo
