Hello! Good luck on your challenge! I don't have any specific tips in mind to give, only one that can avoid you getting busted at all times, called the "bribe replay".

Simply go to any bribe pickup you can find, and go to a complete stop inside it.
Perform the following combination to create a replay : F2 F3 F1 F2.
Now, you just recorded a replay of your character in a bribe pickup. To play the replay, use F3 + F1. So everytime you have wanted stars and want to quickly get rid of it, use this trick to get rid of them, the bribe always respawn when using the replay.
Use F2 to reset the replay if you don't want to make use of it anymore.

We completed the game after 12 restarts(33h), didn't have trouble getting busted because the cops are very aggressive and try to kill before bust.

We continue the journey to Vice City!

Here's an easy way to beat the game without getting wasted. A perfect strategy to OP everyone is you use your m16 in free aim. The free aim is 100% precise in third person compare to first person free aim. Especially you're on PC, you can free aim anywhere you wanna aim making the game easier.

How to farm m16 ammo, I suggest getting at least 90 hidden packages before starting the story. With that, you'll be getting thousands of money, and weapons in your safehouse. I tried, and I managed to beat the game without getting wasted nor busted thanks to M16 overpowering everyone

Did manage to beat GTA III rather easy using the M16, Vice City was harder by a lot and now am stuck on San Andreas over 100h and the further I've made it is desert missions

Don't know your 'attack angle' but for SA I'd say you'd have to spent quite a bit of prep at the very start of the game. Like doing the ambulance/firetruck stuff as soon as you get on the bike.
Then the 2 missions to open up the tags/food venues and doing all 100 tags so you have a chance to get a good arsenal of weapons to help you out, before stealing a police bike and doing the vigilante stuff for the armour buff.
From that point onward I had no issues anymore, and only died once because I got greedy and tried getting all the horseshoes with a helicopter... that didn't work too well, as the jetpack really is a base necessity :D CJ did make for a nice pavement pizza, so 10/10 on that landing effort.

Great advise didn't do any of the preparation you mentioned which prooves the game is really difficult to complete without getting wasted or busted, just started the missions in Las Venturas fingers crossed this is the run!
