The missions you did to piss them off made them your rivals. So they shoot you on sight.

It gets even harder to complete later on once you finish the Mafia's missions. I won't spoil anything but the Mafia will soon make Portland even less friendly. Most of them have shotguns that blow up any car instantly in two hits. There is a silver lining though.

Once you unlock the 2nd island, there's a series of missions there that ends with you being given a bulletproof Patriot. Make sure to take it to one of your safehouse garages and save your game. There's only one in the entire game and it never respawns so take good care of it.

Once you have it, drive it back to Portland and use it in the Turismo mission. The Patriot may be slow, but the other drivers crash their Cheetahs everywhere so as long as you race cleanly you'll win no problem. Repair the Patriot at the Portland Pay n' Spray to fix any damage from the race and then take it back to your safehouse again.

It's easily the most useful car in the whole game and thanks to the Mafia packing shotguns you'll need it to complete a lot of things in Portland late in the game if you haven't completed everything there yet. I hope that helps.

To add to the above, if you really don't want the hassle, do the El Burro missions NOW. The phones are outside Misty's flat in the courtyard. Otherwise you will have to contend with a mission of his in the mob territory and the Triad territory and that won't go over well. It is doable with the hostile mob, but you have to rely on some luck and sharp driving. So it is best to just do those missions now if you care about side stuff and or 100%. You can't take the patriot to this mission, you need a van from what I recall.

By the end of the game (including if you plan on doing the phone missions) you'll have a LOT of factions behaving hostile against you. This includes ones wielding car-destroying shotguns, leading to one area on Portland being totally un-visitable due to your car exploding without warning.

Some factions even wield AK-47s and more high-calibre weapons. If you're struggling with just the Triad NPCs, who often only wield pistols, you're gonna have a really rough time. Sorry, just saying it like it is!

If you want to get 100% completion and the benefits that come with doing the side-activities, do as much as you can before continuing with the story. This includes paramedic, vigilante and firetruck missions, hidden packages and stunt jumps. Do this for every island as soon as you can go there. That's the trick, as the factions turning hostile ties in directly with the story missions and the actions you do within them.

Edit: in my opinion, most of this advice is applicable to Portland, so do absolutely everything you can there before moving on to the second island. Trust me. Otherwise, it'll make the game the eighth-circle of video game hell if you have to back; it's actual Malebolge. I made this mistake, and there was a rampage I had to go back and get in the aforementioned area filled with shotgun-wielding, hostile NPCs, and I wouldn't wish that ♥♥♥♥ on my worst enemy. Actual ♥♥♥♥♥♥♥ torment. In your position, the Triad pea-shooters don't really mean anything.

This especially goes for the paramedic missions. I recommend doing paramedic level 12 right at the very start of the game, if possible.
Damn it guys, I got 100 % in gta 4 by first completing all missions and then side things for 100%, that's how I decided to complete gta 3 too and i'm at the point where i'm being attacked by 4 different gangs in portland, I didn't do pretty much anything in portland except all payphones, do i have to start new game and start everything from zero to get 100 %?
Is there any trainer compatible wit steam version so I can become invicible and make my car immunible to damage? I agree that it's a cocky way to play the game but nobody told me that half of the population of the city will try to gun me down as soon as they spot me...
ah fck it boys, starting new game

Yeah I was born in 2002 and although I played gta for the first time in 2009 which was vice city I never completed missions back then, first gta I completed was 5, in 2015 now I decided to go back to nostalgia and play 3d universe but this time completing all games and going for 100 % I'm used to things being easier
Anyway yall dont have to reply to this thread anymore cuz like I said earlier I started new game and I'm focusing on side missions first before starting a story

Wait, In Portland or Shoreside? If Portland, DO NOT drive where is the subway, but in Shoreside you need to run a lot. A LOT.
