Steam overlay not working
This happens the same on Vice City, probably on San Andreas too, what's the meaning of this? I want to share good old memories with others but I really can't do that ;-;

nah, this was also the same case with GTA 4, it's just some bugs in Steam versions that refuse taking screenshots. Your best move would be to get a separate screenshot capturing program.
Use DXVK, it will fix this game and GTA4. It will fix other Direct X related issues like ALT + Tab not working.
