If you have the MS-DOS versions of the games try installing the lastest version of DOSBOX to run them in windows.
If you have the Windows Version of the games...
GTA1:
Try running "GTA-Settings.exe" first before running "Grand Theft Auto.exe" (if these files are there).
GTA2:
Try running the "GTA2 Manager.exe" and setting the screen resolution and all other settings. then click "Run GTA2" (or what ever it says on the GUI Button.

They’re CD-ROM’s that I bought on Amazon. Can I run those through DOSbox? If so how do I do that. I have DOSbox but I’ve never really manually ran a program through it so I don’t know how. By the way GTA 2 as I mentioned works fine. It’s GTA 1,and London that I’m having problems with.

I opened the GTA-settings.exe for GTA 1 and all it is is control settings. So what did you want me to see? Again, GTA 2 works, GTA 1 and London are the buggy ones and again they are CD-ROM's and by looking on the booklet inside the case it looks like they are for Windows. It requires Win 98 or better. I can try running it in compatability for Windows 98 but this process never seems to help whenever I try it for any old games. You said you had GTA 1 and 2. Are they CD-ROM's or dd you get them somewhere else?
When you run the game, and go to Options in the main menu, if you turn off transparency effects, it can give you a little framerate boost.

A: In Windows XP, you can click start button > run > dxdiag > sound > change sound acceleration to basic or none (that option isn't in Vista/Win7). Remember to change it back for other games. Push F8 to turn the frame rate limiter on or off. Push F11 to change resolution.
Best to set up a virtual machine, if you really care to play them natively, otherwise, emulate OR purchase PS1 version. GTA 1,2 and London are available.
