The Reborn mod (check the guides section) also has the black cars fix. Can't imagine playing it without the mod now. Basically it adds features from some of the other versions of GTA 3 that have enhanced features like better car models.

My only issue with the mod is that the new character models have some issues with the neck when sitting down (for example when Claude sits down to talk with Mike) where there is a black void that looks terrible.

alternative way is to install retail version, patch it to 1.1 via official patch (http://updates.rockstargames.com/patches/grandtheftauto3/GTA3patch1.1.zip) and then copy patched gta3.exe to steam game folder overwriting gta3.exe that is there.
p.s. the link to the official 1.1 patch is to official rockstars servers, so don't be bothered by your browser saying it's a virus (that's bollocks for sure). I had this with MS Edge, checked 'download anyway' and all gone fine.
p.p.s. none of my business where do you get retail version to install on your PC, so don't ask me for it
