Report a translation problem
Might also want to add for first timers doing this that the GTA 3 folder can be found here:
C > Program Files (x86) > Steam > steamapps > common > Grand Theft Auto 3.
And my Norton found something wrong in one of the files and deleted it. The one called "Dinput8.dll", so be warned of that.
Just got to that one before calling it a day. Just failed it by accidently running one of them over. Will get back to it next time. But I found no issues with it on my end. Maybe your system or game copy.

This fix worked for me and other players, but not for 100% of them.
Go to GTA VC directory>Right Click on "gta-vc.exe">Properties>Compatibility>Run in 640 x 480.
If this fix works, after open the game you can change the resolution for 1920x1080 without a problem, I hope you can fix it ^^
