[Rizia bug] "Wine Export Soard Amidst Trade Surge" did not add any budget

I am a huge Suzerain fan and during my game playing Rizia expansion, I noticed a bug which skews my economic strategy.

Guessing that wine could be a good way to improve my exports, I made a deal with Sordland to export wine. I also boosted tourism in Monqiz and did not build the Gold Mine in Valenqiris province to preserve my vineyard.

During Turn 4, I unlocked the event "Wine Export Soar Amidst Trade Surge", which was supposed to earn me + 2 Budget (it wasn't clear whether at once or per turn). I was thus surprised not to see + 2 on my budget nor + 2 budget per turn after closing the event. Even ending the turn did not change anything to my budget.

I suspect a bug and I wanted to know if I was the only one to have experienced that?

For me I did receive the +2 budget, but didn't receive any notification apart from that in the event. It was a once-off thing that occurred literally after I chose one of the event options (which I thought all lead to the same thing).

Did you get the "best deal" when talking with Alphonso and Gus? If you don't bring your economics minister, you need to have Alphonso read through the document until you spot the dodgy bit, then call him out on it. Although if you didn't do that, then I suspect you wouldn't have been told about the +2 budget (or if you did, then that would be the bug).

Note that in a future turn you may also get a further boost from your wine (again, this is a once-off, I think it's more than 2 though). This may depend on other things as well, including what you did in the Sordland run (or whether you just ran Rizia on a default Sordland).

Playing through the first time, I can confirm that I got both wine surpluses and was informed both times while playing with the deal.

Didn't do any other deals with Sordland, so I'm unsure if that impacts anything or how my handling of the base-game impacts either.
