How does war work in 2.0?
Maintained military funding, maintained conscription, build highway, kept the gendarmerie with the military, allied Agnolia and Lespia, went for pincer attack with valgsland whilst I told Lespia to guard my flank (was told they'd bring in their air force).

Still lost, despite it all, so wondering how war works in 2.0 and how I'll be able to win this.

Don't maintain conscription. Iosef states conscripts bring down the professionalism of the Army/squads, which is needed for highly mobile and decentralized modern armies.

Highway is ok, but for Lespia L-1 is the only way for them to fight in the first battle.

... You can't have Lespia and Valgsland both as allies. Sooooo yeah. I'm going to assume you mean Wehlen.

Also, economy is a large part of the lets say "War Score" (how well you do in the war).
Same with expanding the military industry (investment project).
Welfare and internal stability also effect the status.

But one of the biggest thing you need to do in order to beat Rumburg is to get them sanctioned by the AN. You do this by telling the world they have nuclear missiles.

There is another thread that has a full explanation.

Edited it, right after posting. Have Agnolia and Lespia. Got the "great sordish recovery," so I'm assuming my economy is at least decent. Pretty laughable tbh that conscription completely gimps the pincer given that part of the plan is to throw a feint, but whatever I guess I'm locked out of that now.
Didn't expand military industry, but I did accept military aid from arcasia, I increased both healthcare and education too. Decreased army size too and bought surplus.
Didn't get to sanction rumburg sadly, option never popped up despite me accepting the whistleblower, other people said it's tied for some reason for interacting with Wehlen at all (I partook in the border defense, not bear trap).

So should I go with another tactic or am I just ♥♥♥♥♥♥ cuz I didn't slash conscription?

Sadly my man you are pretty f'd. You could try the war of attrition but usually you loose that. The game doesn't like half measure(which I don't agree with), its all about synergy. It's possible there is a a winning combination, but Iosef's strat is the by far the easiest one to win the war. Since you are losing that, I doubt the rest would be much different. But hey, FOR SCIENCE! See what you can do.

Also, conscription isn't what is killing you. It's not getting Rumburg sanctioned. If you accept the Snitch, the option to tell the AN is after you say you have concerns to raise and then backup Wehlen about Rumburg arming BFF. I don't know why you need that segway, I've never not traded with Wehlen.
