Is the EPA worth to remove would that hurt my economy?
No repealing the EPA doesn't automatically sell it, it just allows it to potentially be sold. Since there are no explicit reports about SP until Lespia mentions it, this implies it's still in majority state control.
I know for a fact that if you DON'T repeal the EPA (I relaxed it to 49% only), then that definitely does impact the Lespia deal - the only options I had were "sorry, can't sell it because of our EPA laws", and Alvarez just walks off.
So if you've 100% repealed it, this is 100% a bug - it shouldn't even mention it, it should instead present you options one of which should be to agree to the deal.
