Cheats not working anymore?

I'm trying to play a game of Super wealthy ritza for some fun, but when I edit the budget for Ritza, after saving the edits and opening the game nothing changes. I am accessing the proper location I believe, Locallow/Topar Games/Suzerain and then the latest auto save. I can view the edits anytime in the file but the game doesn't read as anything changed. Any help would be appreciated.

check the 3.1 edit save files guide on steam cause i use it and it works for me
