This game is essentially a visual novel right?

It's very interactive, VNs usually have a choice every 30 minutes of reading, Suzerain has a choice every 3 minutes of reading and they are 99% political with a sprinkle of romantic stuff (that can influence your political perceptions). The Rizia campaign of the DLC has also a war minigame in which you can move troops and it's more interactive. Also resource management is important (money and personal wealth in the base game, money energy and authority in the DLC)

Tldr yes it's a visual novel but I personally dislike every single visual novel but I like this because the yapping is very limited and it's very strategic and interactive

Sort of, but the visuals aren't really as immersive in the traditional sense of visual novels. More text based.

i would not say its a visual novel, visual noves tend to either be cut into routes or be one longer story with a few flavor text differences. suzerain is way more modular in a way VN never tend to be. but in the end its almost entirely text based with the exception of warfare. so i see why some might claim it is a VN.

I wouldn't shy away from the visual novel label because it sets the right expectations. but CYOA is more accurate.

Nah, not a visual novel, it's interactive fiction(essentially identical to Choice of Games stuff, except for a graphical UI for visualizing data and some minor graphics. The decision making is identical).

there's significant overlap between visual novels and interactive fiction so that isn't a meaningful answer.

also I just checked, Suzerain is actually in the visual novel database. and in fact it's not in the interactive fiction database, but I'm not as familiar with that website and its activity/guidelines so I wouldn't present that as anything definitive. either way the answer to op's question can only be yes.
