Not cooperating in the bomb investigation will count against you, as will saying anything rude to Smolak. *EVER.* The man is as touchy as it gets, and he holds grudges. Did you investigate Su Omnia? And if you did, did you *denounce* Su Omnia? Failing to do either is another mark against you. You can also score points by running toward the Wehzek grandstands right after the Zille bombing. Religion matters as well -- Smolak really doesn't like Golcondists (or, by extension, Derdia) and his country is Dastnurist. Every little thing adds up.
If Smolak likes you, your negotiating power should start very high, which makes it much easier to only give him some of what he wants. But if your relations are rocky, it starts lower, and you may not have much choice.
