I was able to get Zille back peacefully without full ATA funding (I only funded them twice) *or* a referendum. I was relentlessly pro-Whelen all game, plus I passed the immigrant naturalization and work visas decrees. Wiktor straight-up gave me Zille on the airship.
My guess based on this is that ATA funding only benefits you if Smolak isn't happy enough with you to follow through with the deal. It, and the whole referendum process, is a fallback strategy if you'd rather not lick Whelen's boots all game long.
GRACE aid seemed totally useless. I ended up allying with my neighbors and getting kicked out of GRACE anyway; it was a waste of resources. GRACE trade had already declined to 0 by then, so I lost nothing. Maybe you can get some kind of return in an absolutist run?
