In one run, yes. In my last, nope.
Had a run where I was a family man, loving husband and all that during the initial choices before the game start.
Allowed Vina in the council, supported her if someone was trying to belittle her and played along with her admiration of Queen Lyza.
Did not forbid her from seeing Marcus, but when the opportunity came up, did make a deal with him, allowing his Mother to return from exile, but he had to leave.
Also sent Vina on the diplomatic mission to Pales, and in general I was not antagonistic in Pales at all that run.
In the end she was sad, regarding Marcus, but proposing the marriage, not forcing her into it, she came around and married him, both because "it's what happens in monarchies" and "we did grow on each other during the time I spent in Pales".
Also at the very end the game pretty much said that my Romus was looking at the "empty side throne for the Heir Apparent" and was wondering if there would be a succession crises and what would become of the kingdom, even though Vina was still alive and the only child so the succession was pretty clear.
So...yeah...something is wrong with flags surrounding Vina and they need to patch this.
