What to do with decrees... Rizia DLC
I just started my first playthrough of Rizia, and got overwhelmed by the amount of decrees available to me at the start of the game.

I know I'm early, but maybe a developer here can answer me: what role does the decrees have? I have no idea what to pick, so right now I'm ignoring them. But is that good?

The part with choosing the military budget and stuff right? It feels weird to make these budgetary decisions while knowing nothing about the current situation.

Probably don't make my mistake and blow off all your budget and authority just at the chapter starts, rather than later; however, you should definitely use those decrees. They allow the changes of laws, the construction of great works, diplomatic/political decisions, and so on. Remember that sadly two or three decrees will be the max you'll be passing per turn/chapter, at least as far as I have reached.

Word of advice: if you are going the reformist route, you are going to have a hard time getting stuff done via decrees. You get negative points for every time you break with a tradition.
