How do I ally countries?

I have been for trade talks for both Wehlen and Valgsland but I dont know how to ally either of them? I've lost 2 out of my 3 runs to Rumberg because I fought them alone realising a trade deal doesnt make them a war ally.

Fully participate in the Wehlen operation against BFF, and for Valgsland, simply accept anything they say. However, I don't recommend allying yourself with any "superpower". You can easily win the war with Agnolia; all you need to do is sign a military alliance with them. And, modernize your army, expand military industries and accept anything that Iosef suggests.

And also, in the prologue, choose history, as it can affect your trade talks with Agnolia

Unlike Wehlen that is always willing to ally you can be denied even to negotiate with Valgaland: some things like banning Red Youth make them very angry. Also don't recognize the Island for Agnolia.
