There is a 3% guide here on steam, but if you just want to pass, I suggests keeping only 8% to get conservatives support, since 3% might be a bit too much. Remember that when you propose 3%, you already lost conservatives support, so you can make it as radical as possible to please independents, and be friends with Oligarch so they bribe assembly member for you.
I was trying to do a planned economy dictator run, I dismantled the oligarchs by nationalising the businesses and arresting them with the secret police. I’m not sure what else I could have done. I bribed everyone it was possible to bribe and the only people I didn’t convince were Tory and the liberal party.
