First Infrastructure Project Delay

I'm trying to decide whether to use one of my precious budget dollars to push my first infrastructure project to be completed on time but even after not doing it the first time around I'm unclear as to the repercussions of the delay. Is completing it on time mostly a public relations boost or does it push your economy stronger, faster? Both? Neither?

I kind of wish there was more feedback given on the results of your actions even though I know that would make this more a game of numbers than narrative, which would be a loss.

So I'll be content with just asking about this particular decision.

If you allow the delay to happen, and do not pay to catch up then it does significantly slow your economy and causes you to be less popular. However this can be recovered later in the game but and you can still end up with 10 economy. I do not think you miss any options due to having a slower economy but in terms of doing well it is probably a wrong move.
