At the end of the meeting with the cabinet you have just after constitution passes you can announce different plans for the future, ranging from a change in party manifesto to focusing on fixing economy/reelection campaign, but if immunity is abolished you can also say you'll prosecute Soll for his deeds. (not sure if you actually need either anti-corruption police or secret service)
Wait, you can replace Hawker?
1. Allow for the impeachment/removal of supreme justices since he is a Sollist and would never guilty Soll.
2. Remove the immunity status of Soll by either abolishing the honorary member position altogether or just abolish immunity.
3. Get Justice Edmonds on your side to get the Constitution through the Supreme Court.
4. Remove Hawker and replace him with someone experienced, i.e. the person that isn't Hawker or the old guard guy.
5. Announce to your cabinet that you plan to start a case against Soll.
6. If you pushed through capital punishment, Soll will get executed. Otherwise, he will be imprisoned.
