Is it still possible to file cheat?

There used to be a text file where you could go in and add extra budget and wealth, but now I can't find it. Does it still exist? If so, where is it?

It does exist.
Check AppData\LocalLow\Torpor Games\Suzerain.
Open it with notepad or ++
Figure the rest out by yourself, it's not too different from legacy!

It doesn't seem to work at all...I have two torpor game directories and one of them has a savegame.suze file

Changing the value in there made no difference whatsoever.

One thing I don't think gets mentioned enough is that for the edits to take, you have to restart the game. So, shutdown game, edit file, restart.

I can edit things in the base game and dlc and it all seems to be fairly easy to me and I'm by no means an expert at this stuff.

Breh are u slow? lol Like open the save file with wordpad, control+f "[\"RiziaDLC.Resources_Budget\"]=" and edit the lines. You can edit budget for every category even military action points if you decide to go to war.
Make sure you SAVE after every change to save file then reload.

I'm trying to figure out why this doesn't seem to be working for you. Are you opening the correct Torpor Games folder? Then find the "Active" JSON file and then just search for stuff like "RiziaDLC.Resources" There is one for "Budget, Authority and Energy" Edit the number to say like 25 and then save and close and start your game. It helped me to just start a game and then exit so I could look at the time of my last save and compare it to the save files
