um, not sure but decrease tax rates also helps, cuz big tax rates force people to cover they incomes . so my suggestion - anti-coruption + decerase tax for large and small buisness

I'm not exactly sure, but I've got "tax efficient system" by the end with these decisions:
- Anti-Corruption police
- Fair Trade and Competition Commitee
- balanced taxation (decrease for at least one branch even if you increase for another)
